一年来,我省在执行党中央关于统一管理党、政档案工作的指示方面,作了一些工作,并取得了一定的成绩;除在组织工作上成立了党政档案统一管理的机构外,在整理档案方面,由于贯彻了“以党的方针政策为纲整理档案”的指示,坚持了“以问题为主,结合其他特征,并照顾到文件的价值和数量”的立卷方法,案卷质量已大有提高;不仅保持了文件之间的自然联系,亦大大便利了对档案材料的利用。但是,我们对中央的指示领会得不深,缺乏实践经验。在贯彻“以党的方针政策为纲”立卷的具体工作上也遇上一些问题,出现过争论。现就其中几个主要问题,谈谈我们的认识: (一)党、政、工、团的档案分开整理还是统一整理。在贯彻“以党的方针政策为纲”进行立卷方面,有的同志提出:一个机关的党、政、工、团组织的文件,
