The electrical industry is one of the capital-intensive industries in a country. In the 1990s, power generation, transmission, and distribution assets accounted for about 9% of U.S. commercial assets. In 1999, the general infrastructure construction expenditure for the joint-stock electrical industry was US$22.8 billion. By the year 2000, the latest data showed that this expenditure had increased to US$25.3 billion. Due to the growth of commercial power generation and the increasingly fierce competition in the wholesale power market, the infrastructure spending of scattered power producers has also increased significantly, and the revenue from electricity wholesale transactions has grown rapidly. In 2000, the total cost of power generation, transmission, environmental protection, and others of the share-based electric company was close to 45 billion U.S. dollars.
