制止和消化粮食财务挂帐是当前财政经济工作中的一件大事。根据国务院有关规定,自1995年中央财政对粮食政策性财务挂帐实行停息补贴以来,各级政府高度重视,有关部门密切配合,全国制止和消化粮食政策性财务挂帐工作取得了阶段性成果。据初步统计,1995年底全国累计已消化1991年粮食年度末粮食政策性财务挂帐的26.72%。1995年地方财政政策性补贴到位率好于往年,达到了99%。1995年制止和消化粮食政策性财务挂帐之所以取得显著成果,主要有以下几个原因:
Stopping and digesting food and finance is a major event in the current financial and economic work. According to the relevant provisions of the State Council, since the central government implemented the policy of suspending subsidies for food-related financial commitments in 1995, governments at all levels attached great importance to the relevant departments and worked closely with them to achieve a phased result of the nation’s efforts to stop and digest food-related financial accounts. According to preliminary statistics, by the end of 1995, a total of 26.72% of the nation’s food-related financial accounts for the year ended 1991 have been digested. In 1995 the local financial policy subsidy in place rate is better than in previous years, reaching 99%. The remarkable achievements of the policy of stopping and digesting food-related financial accounts in 1995 are mainly due to the following reasons:
