随着社会发展与科技进步,人们在安全价值观念上也不断扩展与深化。早在80年代国际上就提出了安全文化的概念并用在了核工业领域。90年代,我国防部100多位学者专家也向国务院提交了“中国安全文化发展战略建议书”,把安全文化研究推向了一个新阶段。近年来,国家安全生产监督局的领导指出:“安全文化是社会主义文化建设的重要组成部分,搞好安全文化建设,对于强化全民安全意识,提高全民的安全文化素质,具有重要的作用。”目前,安全文化建设已在全国逐渐倡导。
With the social development and scientific and technological progress, people are constantly expanding and deepening their values of safety. As early as the 1980s, the concept of safety culture was put forward internationally and used in the field of nuclear industry. In the 1990s, over 100 scholar experts from the Chinese Ministry of Defense submitted the “Proposal on the Development Strategy of China’s Security Culture” to the State Council and pushed the study on safety culture to a new stage. In recent years, the leader of the State Administration of Work Safety Supervision pointed out: “Safety culture is an important part of the socialist cultural construction. Improving the construction of safety culture plays an important role in strengthening the consciousness of universal safety and improving the safety and cultural quality of the entire people.” At present, safety culture has gradually advocated in the country.
