积极的国家干预战略对我国的对外投资意义重大。为促进对外投资的发展 ,提升国内产业结构 ,政府应实施积极的国家干预战略 ,主要包括 :制定对外投资战略规划 ,建立统一的对外投资管理机构 ;简化审批手续 ,完善登记制度 ;建立对外投资风险保障机制 ;完善对外投资的法律法规体系 ,在资金、金融、信贷、税收等多方面制定和健全鼓励性的政策。
Positive state intervention strategy is of great significance to China’s foreign investment. In order to promote the development of foreign investment and upgrade the domestic industrial structure, the government should implement a positive strategy of state intervention, which mainly includes: formulating a strategic plan for foreign investment and establishing a unified foreign investment management agency; simplifying the examination and approval formalities and improving the registration system; and establishing the risk of foreign investment Guarantee mechanism; improve the laws and regulations of foreign investment, formulate and improve the encouraging policies in the aspects of capital, finance, credit and taxation.
