根据第三个五年計划期間水文工作要点的意見,我們要以設計革命化的精神,在总結經驗的基础上,积极地慎重地分批改革現行規范,解决其中脫离实际、脫离需要、机械繁瑣的問題。总結我們自己的实践經驗,改革、提高現行规范是群众的要求,也是我們全体水文工作者一項艰巨的任务,必須以毛泽东思想挂帅,用一分为二的革命辩証观点,采取广泛发动群众与专业人員相結合的办法,才能把改革工作建立在扎实的基础上。我們广大水文测站人員和各級管理机构做技术管理工作的同志,是规范的执行者或贯彻規范的組織者,对規范怎样改革有最大的发言权,本刊“問題討論”栏自本期起开展有关規范改革問題的討論,我們希望广大基层工作同志对現行规范(現在先着重流量测驗与审刊規范)踊跃、广泛地提出自己的意見、建議或針对不同意見进行討論,一方面借以活跃水文部門学术討論空气,更重要的是为今后規范改革提供重要依据。
