“一带一路”是我国构建全方位对外开放新格局的重要突破口,意义重大,影响深远。在此过程中,路漫漫其修远,未雨绸缪、居安思危非常重要,各方必须强化风险意识,并高悬头顶。2013年底,面对发展分化、错综复杂的世界经济形势,持续收缩、复苏乏力的国际市场,进展缓慢、步履维艰的多边贸易合作谈判,我国政府结合经济“新常态”等特点,正式提出“一带一路”倡议。“一带一路”旨在通过资源高效配置,推动区域内经济文化互利、合作、共赢,并最终建立符合各国共同利益、可持续的世界政治、经济新秩序。这是一项系统性工程,是在沿线各国
