政治体制改革的成功取决于其优良的政治生态,即先进的政治文化生态与完善的政治制度生态。要优化行政改革的政治生态,就必须解决好以下几个问题:一是将马克思主义关于社会主义行政体制的基本理论与中国的实际结合起来,建设先进的政治文明;二是合理地配置国家权力,处理好党、人大、司法机关和政府的相互关系;三是形成行政体制改革与其政治生态的良性互动。
