金穗惠农卡是国务院确立了中国农业银行“服务三农”的股份制改革目标后,农业银行回归农村信贷市场推出的第一款针对农户的产品,推广以来受到了广大农户的欢迎。惠农卡的推出结束了大理州农户信贷市场中农信社独家经营的垄断局面,不仅增加了农户信贷市场资金的供给,有利于降低农户借贷的利率水平,而且还对农信社的改革和发展注入了外力,必将推动农村地区整体金融服务水平的发展。然而,惠农卡的推广又将影响到农村合作金融机构赖以生存和发展的基础,同时其产品设计和具体操作上也存在一些潜在的风险,值得予以关注。

At the same time, there are some potential risks in product design and operation, which deserve attention.
