到本世纪末,全国工农业总产值翻两番,铁路客货运输量比现在要增长一倍以上。完成这么繁重的运输任务,除少量修建新线来承担外,主要靠对现有铁路挖潜改造、提高运输能力来解决。铁路是个大联动机,挖潜改造不能单打一,必须各方面步调协调,综合进行。特别是作为行车基础的铁路线路更应先行一步。
By the end of this century, the total output value of industry and agriculture will quadruple the total volume of passenger and freight transport in the country to more than double than that now. To accomplish such a heavy transportation task, except for a small amount of construction of a new line to undertake, mainly rely on the existing railway tapping potential transformation to improve transport capacity to solve. The railway is a big linkage and the reform of the potential can not be singled out. It must be coordinated in all aspects and be carried out in an integrated manner. In particular, as the basis for driving the railway line should be one step ahead.
