小清河为南宋建炎四年至绍兴七年(1130-1037)伪齐王刘豫所创,故小清河之名始于南宋初年。宋朝熙宁年间(1068-1077)之前没有小清河的历史记载,有历史记载的是从熙宁十年(1077年)开始,往后到金朝、元朝又稍有变化。明朝时变化很多。清朝前期的顺治、康熙、乾隆、嘉庆年间,曾几次进行疏通事宜,小清河开始归入大清河再流入大海。从咸丰年间开始,大清河汇入黄河,小清河就独自流入大海。
