一些地方政府在投资行为中收益与成本严重失衡,成为我国治理投资过热中的一个制度盲点。国家统计局最新数据显示,全国城镇固定资产投资今年前5个月增长30．3％, 经济发展出现新一轮投资过热的苗头。一些本来就显现过热的行业再次成为“投资热点”,如今年前五月钢铁行业投资从去年同期的7．8％被拉升到13．7％,而今年我国钢铁产能严重过剩已成定论。
Some local governments have serious imbalances in returns and costs in their investment behavior and have become the blind spots in our country’s management over investment overheating.
