农民工为我国经济社会的发展做出了突出的贡献,但为他们所提供的保险保障却存在很大的缺陷,社会保险、商业保险“两张皮”运行现象十分突出。为建立符合我国国情的农民工保险制度,构建和谐社会,我们必须积极推进社会保险与商业保险相结合,将市场机制更多地引入社会保障管理,以提高制度运行效率,扩大保险覆盖面并满足多层次的保障需求。
Migrant workers made outstanding contributions to the economic and social development of our country. However, the insurance protection provided to them has great shortcomings. Social insurance and commercial insurance are very prominent in the operation of “two skins”. In order to establish the insurance system for migrant workers in line with China’s national conditions and to build a harmonious society, we must actively promote the combination of social insurance and commercial insurance and introduce more market mechanisms into social security administration in order to improve the operational efficiency of the system, expand the insurance coverage and meet the needs of more Level of protection needs.
