自上世纪90年代以来,我国政府对绩效评估日益关注,各地推出了各类创新性的绩效评估试验。总的来看,我国地方政府绩效评估经历了从经验式的主观评估到客观评估体系初步建立,从政府自我评估到学者、公民参与评估,从最初对公务员个人进行绩效评估逐步发展到引入绩效管理,直至将政府绩效评估置于整个社会效率提高视野之中的发展过程,一整套评价政府组织绩效的制度和机制初步显现出来。但由于地方政府绩效评估在我国总体上仍然处于初步探索阶段,实践中在“为什么评?谁来评?评什么?怎样评?评了怎样用?”
