各级领导要成为“问题型”干部。现在尽管我们都在讲“成绩不说跑不了,问题不讲不得了”,但总是成绩讲得多,愿讲成绩的多,问题往往实起虚落,轻描淡写,点到为止。于是,问题确实讲到了,问题仍然存在;于是,老问题派生出来的新问题又出现了;于是,还在讲问题,问题还在。 肯定和宣传成绩,是一种有效的正面教育方法。但这样不是说,总要把思维和步子老盯在成绩上,甚至搞点添枝加叶锦上添花。这种过份地渲染和夸大,只能让大家把成绩看成“席梦思”,最后发展到一叶障目,看不到问题。如有的单位安全生产天数比较长,领导又信奉“安全定乾坤”的论
Leaders at all levels should become “problem-type” cadres.
