烟草行业是国家经济税收的重要组成部分,在国家经济转型、经济战略重新规划的大背景下,烟草企业作为国有独资公司这种资本形式,肩负着更大的责任。为防止烟草行业在产权制度改革中国有资产的流失、加强行业国有资产管理,国务院、财政部下发文件,明确烟草行业国有资产管理的基本框架和监督管理的基本体系。本文从烟草行业国有资产管理中存在的一些问题及建议入手,提出一些自己的观点。
Tobacco industry is an important part of national economic revenue. Under the background of national economic restructuring and economic strategic re-planning, tobacco enterprises, as the capital form of wholly state-owned companies, have a greater responsibility. In order to prevent the loss of state-owned assets in the reform of the property rights system in the tobacco industry and to strengthen the management of the state-owned assets in the industry, the State Council and the Ministry of Finance issued the document specifying the basic framework and the basic system of supervision and administration of state-owned assets management in the tobacco industry. This paper starts with some problems and suggestions in the management of state-owned assets in the tobacco industry and puts forward some opinions of our own.
