Wages and salaries are the most basic source of living for the workers and the masses. Xi’an City, Shaanxi Province, has raised the minimum wage and the minimum hourly wage for workers for an average of 11.15% for a fifth year in a row, with a cumulative increase of 68.42% in five years, effectively boosting the continuous rise in wages and salaries in Xi’an. However, a large recent survey of Xi’an enterprises shows that there are still five major problems that affect the implementation of the enterprise wage system.
