党的“十五大”正式把“依法治国 ,建设社会主义法治国家”确定为“党领导人民治理国家的基本方略” ,并把过去使用的“法制国家”改为“法治国家” ,这不仅标志着党和国家对治国基本方略从形式到内容的正式确立 ,而且集中体现了执政党领导方式和国家政权运作方式的战略转变。
