财政部于2000年开始逐步推行国库集中支付制度改革,内容是建立国库单一账户体系,改革和规范财政资金支出支付程序,所有财政性资金均通过国库单一账户体系实行财政直接支付或财政授权支付。至2004年,中央已有140个一级预算单位、3000多个基层预算单位纳入国库集中支付范围;地方已有30个省(市、区)、150个地市和400多个县实施了国库集中支付改革。全面实施国库集中支付改革,将会更好地建立起财政资金安全使用的保障机制。
In 2000, the Ministry of Finance started to gradually implement the treasury centralized payment system reform. The content was to establish a single treasury account system, reform and standardize the payment procedures for financial capital expenditures. All financial funds were directly financed or financed through the treasury’s single account system.
