随着改革开放的深入和社会主义市场经济体制的建立,我国国民经济高速增长,社会生产力、综合国力不断增强,社会事业全面发展.但是,由于地区之间、社会成员之间的贫富差距大,人口素质还比较低,社会管理和法制建设滞后于经济发展,以及受新旧体制交替转换和市场经济固有的负效应的影响,社会矛盾和不安定因素会增多,社会治安形势也将更为严峻复杂.公安工作面临着机遇与挑战并存的局面.在建立和发展社会主义市场经济的新形势下,要做好公安工作,首先必须进一步解放思想、更新观念,切实增强三个意识,即政治意识、中心意识、严格执法与热情服务意识,大力加强队伍建设,培养造就成为政治坚定、业务精通、纪律严明,有坚强战斗力的公安队伍,为改革开放和现代化建设的顺利进行提供有力的保障.
