凯恩斯主义者认为,政府干预经济的主要手段是提供公共物品和解决外部性。但产业集群兴起后,政府干预经济的视角发生了改变,创造公平的竞争和创业环境、协调产业集群中的企业与公共机构的关系,成为地方政府的主要职能。为促进产业集群的发展和升级,一些地方政府积极进行了职能创新,取得了较大成效,为其他地方政府发展产业集群提供了有益经验。
Keynesians believe that the main means of government intervention in the economy is to provide public goods and to solve externalities. However, the rise of industrial clusters, the government intervention in economic perspective has changed, creating a fair environment for competition and entrepreneurship, coordination of industrial clusters in the relationship between enterprises and public agencies, a local government’s main functions. In order to promote the development and upgrading of industrial clusters, some local governments have actively carried out functional innovation and achieved great success, which has provided beneficial experiences for other local governments in developing industrial clusters.
