随着我国依法治国和依法行政进程的加快,全国各地设区的市申请较大的市的热情普遍高涨。据悉,截至2009年7月底,全国已有二十多个市向国务院提出了报请批准较大的市的申请。目前,国务院及国家有关部门对较大的市的标准、较大的市的审批等还没有专门的规定,而实际工作中又迫切需要一个可操作性的规定。本文拟向国务院报请批准为较大的市的有关问题作一粗浅探讨。
With the acceleration of the process of governing the country according to law and of administering the country according to law, the enthusiasm of the cities that have established districts in large cities across the country has generally risen. It is reported that as of the end of July 2009, more than 20 cities across the country have submitted applications to the State Council for approval of larger cities. At present, the State Council and the relevant state departments have no special regulations on the standards of larger cities, the examination and approval of larger cities, etc. However, practical work urgently needs an operational requirement. This article intends to apply for approval of the State Council for a larger city to make a brief discussion of the relevant issues.
