[背景]从2003年3月中国新一届政府组建到7月短短100天内,国务院总理温家宝主持召开专家座谈会多达6次。多位知名学者成为“座上客”,纵论政经大势。地方上,各类市长咨询会议同样蓬勃。以上海为例,在市长国际企业家咨询会议进入第14个年头后,上海市委最近又对外宣布,成立直接隶属市委的决策咨询委员会,借“外脑”汇聚“思想库”。一系列举措有着共同的指向:党政机构正在探寻实现决策科学化、民主化的最佳途径。有性急的媒体甚至估计,中国“兰德公司”诞生的时机已经来临。
