《军队基层建设纲要》明确:“舰艇支队、航空兵师和旅、团级单位领导机关作为抓基层一线指挥部,必须经常深入基层检查督促、现场办公、上门服务,实行面对面领导。”适应形势任务要求,推动基层建设科学发展,党委机关要加强和改进工作指导,提高一线指挥部对基层实施面对面领导的能力。提高一线指挥部面对面领导能力,必须着力解决工作统筹不得力的问题,切实规范抓建基层秩序
The Outline of Grassroots Construction of the Army clearly states that: "As the grass-roots front-line headquarters, the naval detachment, aviation division, and the leading agencies of the brigade and regimental units must conduct regular and in-depth inspections and supervisions at the grass-roots level to provide on-site office work and on-site service and carry out face-to-face leadership. In view of the requirements of the situation and tasks, and promoting the scientific development of grass-roots units, Party committees should strengthen and improve their work guidance and enhance the ability of first-line headquarters to conduct face-to-face leadership over grassroots units. To improve the face-to-face leadership capability of frontline command posts, efforts must be made to solve the problem of ineffective co-ordination of work and to earnestly standardize the construction of grass-roots order
