我国的政府采购制度从1995年最早在上海市试点至今,在规范化、法制化、政策功能化和国际化等方面都取得了显著的成效。可以说,我们用了二十年的时间,走过了英美等发达同家二百多年的政府采购制度建设历程。不可避免地,也遇到了各种各样的问题,其中一些是发达国家经历过并反映在其法律制度中的,而有一些却是我们特有的。
China’s government procurement system has achieved remarkable results in the aspects of standardization, legalization, policy functionization and internationalization since it was first piloted in Shanghai in 1995. It can be said that we spent 20 years and have gone through the process of building a government procurement system with more than 200 years of development in Britain, the United States and other countries. Inevitably, there are also a variety of problems encountered, some of which have been experienced by the developed countries and reflected in their legal systems, while some are unique to us.
