公共服务是城市政府的基本职能,但是城市政府实现公共服务均等化的前提是省域层面的均等化。我国财政分权的格局,对地方政府行为具有显著影响,基于这一前提,在理论层面分析了财政分权制度对地方政府行为的塑造及其对公共服务均等化机制的影响作用。在此基础上,以广东省为例进行实证分析,阐明国家宏观制度对地方政府的公共服务均等化机制的现实影响,并进一步提出重构公共服务均等化实现机制的制度安排。
Public service is the basic function of city government. However, the prerequisite of urban government to realize equalization of public service is equalization at the provincial level. Based on this premise, the pattern of fiscal decentralization in our country has a significant impact on the behavior of local governments. On the theoretical level, the author analyzes the shaping of local government behaviors by fiscal decentralization and its impact on the equalization mechanism of public services. On this basis, taking Guangdong Province as an example, this paper makes an empirical analysis to illustrate the realistic impact of the state macroeconomic system on the equalization mechanism of local government services, and further puts forward institutional arrangements to reconstruct the equalization mechanism of public services.
