在粮食欲收时,农民不需要保护,因为市场粮食价格会提高,粮食也易于销售。只有在粮食丰收时,农民才需要政府的帮助,因为那时不仅市场价格降低,并且更困难的是“卖难”,从而使得农民的现金收入需要不能及时得到满足。为了提高农民种粮的积极性,可以考虑建立粮食抵押贷款制度。在市场粮食价格偏低或者出现卖难时,农民可以将粮食抵押给国家直属粮库,按一定的标准,取得贷款。如果以后粮食市场价格升高了,农民可以委托国家直属库将粮食卖掉,并偿还贷
