目前苏联的经济形势非常严峻。巨大的预算赤字和财政、物资比例的严重失调有可能使不利的经济形势变得更加严峻并在社会生活的各个领域产生不良的后果。 许多专家、学者竭力说服国家领导人,同时也说服自己,认为只有发展市场机制和向企业家放权,方能保证经济的均衡发展,保证社会和经济的不断发展。实践证明:过分强调计划生产,并不能保证减少资源消耗,反而会造成资源短缺、等等。上述因素确实存在,但其主要问题在于:在目前的经济条件下市场机制能否保证经济形势的稳步发
The current Soviet economic situation is very serious.
