(一)一国为保护某一民族工业的现有市场,使该产业现有商品的市场占有份额得到维持,在国际贸易中限制这类产品进口,在国际投资中限制外国资本进入本国对该类产业投资,这是传统意义上的保护政策。改革开放以来,为了加快利用国际资源,更好地进入国际市场,我们已逐步削弱了传统意义上的保护政策,不断让更多的国外商品和资本进入中国的市场。但作为发展中国家,我们还不能完全放弃这类保护。许多处于成长当中的产业,需要有国内市场的支撑,适度保护是必要的。

Industrial investment, this is a traditional protection policy. Since the reform and opening up, in order to accelerate the use of international resources and better access to the international market, we have gradually weakened the protection policy in the traditional sense and continued to allow more foreign goods and capital to enter the Chinese market. However, as developing countries, we cannot yet completely give up such protection. Many industries that are growing up need the support of the domestic market. Modest protection is necessary.
