1946年7月,段子俊同志在大连筹办了中国人民解放军第一所培养电讯工程技术干部的高等学校——关东电专。学校依据抗大经验办学,“一切为了革命战争,一切为了前线”、“将追求进步的青年训练成具有初步觉悟,懂得朝着共产主义政治方向前进的、政治上坚定的、符合解放军实际需要的、具有真实技能的通讯机要干部”。经过培训,这些通讯机要干部遍布于中国人民解放军有关部队、兵种和高等军事院校,为我国、我军的现代化建设作出了新的贡献。
In July 1946, Comrade Duan Zijun organized the first higher education institution in charge of telecommunications engineering and technical cadres in the People’s Liberation Army in China - Kanto Electric Engineering College. The school runs a school based on resistance to big experiences, “all for the revolutionary war, and all for the front”, “train the youth who progress in pursuit into having a preliminary consciousness and understanding that progress toward communist politics is politically determined and in conformity with the requirements of the People’s Liberation Army The actual needs, with real skills, communication cadres ”. After training, these cadres of communications must have their cadres spread over the relevant troops, arms and military academies of the Chinese People’s Liberation Army and made new contributions to the modernization of our army and our army.
