Germany’s higher education system is quite distinctive from other countries. German colleges and universities consist of two major categories: University (Univer-sitat) and Technical College (Fachhochschule). The University mainly cultivates professionals such as the arts, science, medicine and law, while the Technical Institute is oriented to the broad industrial and commercial enterprises and cultivates various talents in engineering and business management. Strictly speaking, German technical institutes are run by enterprises. In Germany, a city, including the surrounding area of a city, if there is a certain number of enterprises, even if the city is small, it is bound to run a technical college. Such as Soest, Emdon and other cities, only tens of thousands of people, but they all have a strong, large-scale technical college. Based on the fact that this college-oriented business is characterized by a technical college, that is, technical institutes are the incubators of talents, and the enterprises are the beneficiaries of such an education system.
