油气资源政策具有主体资格界定、客体导向以及明确市场运行规则等三项基本功能。油气资源政策的产生和修订受国内外系列因素的影响。本文对影响油气资源政策走向的国内外因素发展趋势进行系统分析,结合我国油气资源政策的历史发展变化轨迹,对我国油气资源政策的未来走向进行综合判断,提出了主体资格、客体导向多元化以及市场运行规则宽严有度的结论。
The oil and gas resources policy has three basic functions: defining the qualification of the main body, guiding the objectivity and clarifying the market operation rules. The generation and revision of oil and gas resources policies are influenced by a series of factors at home and abroad. This paper systematically analyzes the trend of domestic and foreign factors influencing the trend of oil and gas resources policy.
