1998年,遵义市余庆县小腮镇提出了“小纠纷不出组,一般纠纷不出村,大纠纷不出镇”的“三不出”经验,并在此基础上探索提炼出“小事不出村,大事不出镇,难事不出县,矛盾不上交”的“余庆经验”。“余庆经验”的成功,得益于搭建了一个个行之有效的社会管理的好载体。因此,认真研究“余庆经验”的平台载体,将为地方政府创新社会治理工作提供有益的参考和借鉴。
