对中国集体林权制度变迁路径进行了回顾;评述了集体林权制度改革的现状;指出了林权改革中存在的问题,并对原因进行了分析;提出了确立林农经营主体地位,吸收广大林农参与改革,促进林地和林木适度流转,科学合理地划定生态林,改革林木限额采伐制度和税费制度,构建林权交易平台等6个方面的政策建议。
