世贸组织(WTO)成立以来,印度不仅是全球对国外进口产品使用反倾销手段最多的国家,也是本国出口产品遭受国外反倾销案件最多的国家之一。因此,WTO成立以来印度的反倾销摩擦具有不同于其他国家的特点。本文从WTO成立以来印度对国外进口产品发起的反倾销和印度出口产品遭受的国外反倾销两大方面,对印度反倾销摩擦作了实证分析,进而探讨了这一时期印度反倾销摩擦的特点及其成因,并相应提出对中国的启示及建议。
Since the establishment of the WTO, India has not only been the country that has used most anti-dumping measures against imported products abroad, but also one of the countries whose domestic exports suffer the most from foreign anti-dumping cases. Therefore, the anti-dumping friction in India since the establishment of the WTO is different from that of other countries. This paper analyzes the anti-dumping friction in India from two aspects: the anti-dumping initiated by the imported products and the foreign anti-dumping suffered by the Indian export products since the establishment of the WTO, and then explores the characteristics and causes of the anti-dumping friction in India during this period. Accordingly, the enlightenment and suggestions to China are put forward.
