1999年1月22日,中共中央向全国人大常委会提出关于修改宪法部分内容的建议,并请全国人大常委会依照法定程序形成宪法修正案草案,提请九届全国人大二次会议审议。中共中央关于修改宪法部分内容的建议共十一处,有四处三个方面大的改动。这对于我们继续贯彻十五大精神,永远高举邓小平理论伟大旗帜,坚持党在社会主义初期阶段的基本路线,发展社会主义市场经济,发展社会主义民主政治,发展社会主义精神文明,建设富强、民主、文明的社会主义现代化国家具有重要意义。为帮助广大学员学习,我们刊登了这组文章。
On January 22, 1999, the CPC Central Committee proposed to the NPC Standing Committee the proposal of revising the constitution, and requested the NPC Standing Committee to form a draft constitutional amendment in accordance with legal procedures and submit it to the Second Session of the Ninth NPC for consideration. The CPC Central Committee’s proposal on amending the constitutional section has been made on 11 occasions with major changes in three areas. This is essential for us to continue implementing the spirit of the 15th National Congress, hold aloft the great banner of Deng Xiaoping Theory, uphold the Party’s basic line in the initial stage of socialism, develop the socialist market economy, develop socialist democracy, develop socialist spiritual civilization, build a prosperous and powerful democracy Civilized and modern socialist countries are of great significance.
