为了促进优秀中青年科技人才的成长,使我国基础研究能在世界占有一席之地而培养后继力量,国家自然科学基金委员会从1992年起设立了“优秀中青年人才专项基金”,鼓励优秀中青年科学家进行创新性研究。自1992年5月国家自然科学基金委员会张存浩主任在新闻发布会公布设立“优秀中青年人才专项基金”后,截至当年10月31日,提出申请者达191人,其中具有博士学位并具有高级专业技术职务的占81％,平均年龄36岁。按照“依靠专家,发扬民主,择优支持,公正合理”的评审原则,在一批学术造诣深、知识面广、公正性强、德高望重的知名科学家的共同努力下,经过两个多月的评议、评审,最后批准了14名中青年学者获得此项资助。他们的平均年龄为40岁,都是学术思想十分活跃、富有创新精神、已取得显著成绩并具有很大研究潜力的中青年学者,其中曾在国外留学的有11名。本次资助总金额为365万元,研究期限三年。为了充分发挥优秀人才的创造性,研究课题、内容、目标和研究组人员构成均由受资助者本人自行确定和安排。经一定审批程序,经费也可用于国际合作交流。总之,在经费使用方面比其它类型科学基金资助项目更为灵活。“优秀中青年人才专项基金”的实施,受到科技界、特别是中青年科技工作者的普遍欢迎,反响很大。普遍认为,这对发现和培养跨世纪的学科带头人将起重要作用。现将14名获资助者简介如下
