一九八二年1月14日 省图书馆党支部由7人组成,杨何生任支部书记,刘士杰任副书记。2月9日 馆办公会议决定,图书馆美工及宣传工作由外借部转属业务办公室负责。2月 筹备开馆二十周年纪念活动的论文组、大事记组、馆史资料征集组等开始工作。3月3日 召开全馆动员大会,开展馆员优质服务活动及文明读者活动。3月18日 省图书馆学会在哈市举行一届三次理事扩大会议。补选我馆李修宇、夏洪川为学会副秘书长。会议3月20日结束。3月18日 文化部图书馆局、中国图书馆学会等单位联合主办的“图书馆建筑设计学术讨论会”在西安召开。我馆马天驹的论文入选。
