在产权问题从理论与实践两方面均未得到基本解决的条件下,搞好国营大中型企业仍需继续实行承包经营责任制。承包经营责任制经过6至7年的试验与实行,取得了促进企业及社会经济发展的丰硕成果,但也暴露了许多不完善之处,对企业及社会经济的发展产生了一些消极影响。进一步完善承包制,对于在实行承包制期间追求企业与社会经济的最大发展和效益以及为后继改革打下良好的政治、经济、组织等基础而言,具有重要的理论及实践意义。本文试就如何完善承包制做点探讨。
Under the condition that the issue of property rights has not been basically solved in both theory and practice, it is still necessary for the large and medium-sized state-owned enterprises to continue to implement the contract responsibility system. After six to seven years of experimentation and implementation, the contract responsibility system has achieved fruitful results in promoting corporate and social economic development, but it also exposed many imperfections, which has had some negative impacts on the development of enterprises and society and economy. Further improvement of the contracting system has important theoretical and practical significance for pursuing the greatest development and efficiency of enterprises and social economy during the implementation of the contracting system, as well as laying a good political, economic and organizational foundation for subsequent reforms. This article tries to discuss how to improve the contracting system.
