人事考试是以科学的方法和手段,为社会发现、培养、选拔、评价人才的事业,是一项集政策性、业务性、事务性于一体的系统工程。人事考试考务管理是人事考试工作的重要组成部分,而考风考纪又是考务管理的核心,是贯穿于考务管理全过程的一条主线。考风考纪是一个问题的两个方面。考风是考纪的表现和结果,是党风、社风、行风、政府形象的集中体现,而考纪则是考试管理人员与参与人员共同遵守维护的行为准则。
