一、关于区的划分根据中南各省情况,作以下的决定:甲.河南、广东两省按中央规定不动,每四万人划一个区计算。乙.江西省暂按二万三千人划一个区计算,广西暂按二万二千人划一个区计算,湖南、湖北两省暂按三万七千人划一个区计算。丙.以江西、广西两省减少之区数人数,补充湖南、湖北两省增加之区数人数。补充后节余之区数人数,暂归大行政区掌握。
