道路基础设施建设的BOT方式曾是世界经济论坛的主要议题,因为在西欧国家,BOT项目历来由政府运作,不允许私人直接融资收费,这是遍及西欧的传统观念。而发展中国家在引入西欧BOT方式时,不得不考虑本国的实际筹资情况。于是,BOT项目允不允许私人直接融资收费便成了国际争论的一个焦点问题。 印度:1999年底,在日内瓦由世界经济论坛发起的为期三天的印度经济高层会议上,私人能否投资印度公路建设这一问题成为辩论的主题。
The BOT approach to road infrastructure has been the main theme of the World Economic Forum because in Western European countries BOT projects have historically been operated by the government and private direct financing charges have not been allowed. This is a traditional concept spread throughout Western Europe. However, when introducing the BOT approach in Western Europe, developing countries have to consider the actual financing situation in their own countries. Thus, allowing BOT projects to allow private direct financing charges has become a focus of international debate. India: At the end of 1999, the issue of whether private investment in road construction in India became the subject of debate at the three-day high-level economic conference in India, which was launched by the World Economic Forum in Geneva.
