江苏经济发展总体水平排在全国前列,但省内南北地区之间发展不平衡,苏南近年来以较大优势领先于苏北。苏南物质资本较苏北丰富,但其产出效率比苏北低。苏北人力资本数量庞大,但总体素质较苏南低。苏北物质资本稀缺,对人力资本的开发利用程度低,但近年苏北人力资本产出增长速度较快。苏南产业向苏北转移能够提高其产出效率,加大对苏北人力资本的开发力度,同时可以改进全省物质和人力资本的整体产出效率。
The overall level of economic development in Jiangsu ranks in the forefront of the whole country. However, the imbalance between the development of North and South in the province is not balanced. In recent years, the southern Jiangsu has a greater advantage over the northern Jiangsu in recent years. The material capital of southern Jiangsu is more abundant than that of northern Jiangsu, but its output efficiency is lower than that of northern Jiangsu. Northern Jiangsu huge human capital, but the overall quality is lower than the southern Jiangsu. In northern Jiangsu, there is a shortage of physical capital and a low degree of exploitation and utilization of human capital. However, output of human capital in northern Jiangsu has been growing rapidly in recent years. The transfer of southern Jiangsu industry to northern Jiangsu can increase its output efficiency, increase the development of human capital in northern Jiangsu, and at the same time improve the overall output efficiency of the province’s material and human capital.
