改革开放以来,中小企业已经成为推动国民经济快速发展、推进经济体制改革、促进科学技术创新和维持社会稳定的重要力量。与大型企业相比,中小企业具有管理成本低、投入少、见效快、经营灵活、进入和退出市场比较容易等优势。特别是在当前,在确保国民经济稳定增长、缓解就业压力和优化经济结构等方面,都发挥着越来越重要的作用。在加入WTO的新形势下,正确扶持引导各类中小企业的改革与发展,已成为当前一项刻不容缓的战略任务。
Since the reform and opening up, SMEs have become an important force in promoting the rapid development of the national economy, advancing the reform of the economic system, promoting scientific and technological innovation and maintaining social stability. Compared with large enterprises, SMEs have the advantages of low management costs, less investment, quick, flexible operation, easier access to and exit from the market. Especially at present, it plays an increasingly important role in ensuring the steady growth of the national economy, alleviating employment pressure and optimizing the economic structure. Under the new situation of joining the WTO, it has now become an urgent strategic task to properly support and guide the reform and development of all kinds of small and medium-sized enterprises.
