In December 1999, at the meeting of the 15 foreign ministers of the EU, the EU passed the “Report on Strengthening European Common Security and Defense Policy.” According to the report, the EU will establish a European Rapid Response Force of 50,000 to 60,000 people capable of completing the deployment within 60 days by 2003 and at least for one year.
