“中国有一位将军在代表着权威极大的中央政治局领导着地方病防治工作,而且卓有成效,这是中国制度优越,政府关心人民的有力例证。”这是一位印度学者1984年在考察黑龙江省碘缺乏病防治工作,访问桦川县集贤村之后,做出的结论。印度客人所指的这位将军,就是人们敬仰的原中共中央政治局委员、沈阳军区司令员,中央地方病防治领导小组组长李德生同志。
