根据我国林业经济及公益生态林管理的现状,分析林业分类经营对林业经济振兴和公益生态林效益的发挥的影响程度,指出林业分类经营的悬而未决的问题,提出了林业产业与公益生态林分行业管理,让两者彻底脱钩,机制上进行最彻底的改革,以便给林业一个真正企业的权利及公益生态林最好的发展、管护。文中还提出了两行业的经营、管理策略。林业分行业经营和管理是林业分类经营的发展和重大突破。
