郑州市北郊人民公社,北临黄河,境内有索须河、贾魯河横贯全社,因此,該社的防汛任务是比较大的。为了切实担负起这一艰巨的任务,根据省、市防汛会議精神和要求,已及早动手,將防汛和生产作了統一安排,开始行动起来。于5月20日建立了乡防汛指挥部和各防汛大队部,25号前各种防汛队伍普遍組織起来,准备料物,划分堤段,明确了责任。
