经过50余年奋斗和发展,我国已经建立了完整的石油工业体系,迈入了石化大国的行列。“十五”期间,我国油气生产保持着良性循环,“十一五”将进入稳定增长期,原油年产量将达1.85亿-1.95亿吨, 但此时原油缺口仍将高达1.5亿-1.6亿吨,资源紧缺的问题仍然存在。为保证国民经济持续快速发展对能源的需求,国家“十一五”规划指出:坚持节约优先、立足国内、煤为基础、多元发展,优化生产和消费结构,构筑稳定、经济、清洁、安全的能源供应体系。
After more than 50 years of struggle and development, China has established a complete oil industry system and has entered the ranks of a large petrochemical powerhouse. During the “Tenth Five-Year Plan” period, China’s oil and gas production will maintain a virtuous circle. The “Eleventh Five-Year Plan” will enter a period of steady growth. The annual output of crude oil will reach 185 million -195 million tons, but the crude oil gap will still be as high as 1.5 -160 million tons, the problem of scarce resources still exists. In order to ensure the sustained and rapid development of national economy, the national “Eleventh Five-Year Plan” states: Adhering to the principle of saving priority, basing itself on domestic and coal resources, diversifying development, optimizing the structure of production and consumption, and building a stable, economical, clean, Safe energy supply system.
