1998年7、8月份嫩江、松花江流域发生了特大洪水,洪水过后,我们需要进行认真的反思:松花江流域防洪体系的工程系统存在着严重的缺陷,水文测报与通讯系统存在着严重的缺陷,防汛指挥系统存在着严重的缺陷,缺乏防御超标准洪水预案,清障力度不够。因此,加快松花江流域防洪体系建设势在必行。必须在嫩江干流建设尼尔基大型骨干控制性水利工程,建立完善的水文测报与通讯系统,建立全流域防汛统一指挥组织机构,制定操作性强的防御超标准洪水预案。
In July and August 1998, there was an extraordinary flood in Nenjiang and Songhua River basins. After the flood, we need to seriously reflect on it. There are serious flaws in the engineering system of Songhua River flood control system. There are serious defects in the hydrological survey and communication system There are serious flaws in the flood control command system, and there is no plan for preventing over-standard floods. Therefore, it is imperative to accelerate the flood control system construction in Songhua River Basin. The Nierji large-scale backbone controlled water conservancy project must be established in the main stream of Nenjiang River, a sound hydrological survey and communication system should be established, a unified command organization for flood control in the whole basin should be established, and an operational flood prevention plan exceeding the standard should be formulated.
